From what i can tell it looks like you just model the character as a capsule keep him upright and then add forces to move him. When run at normal speed it looks like it runs great but when you slow it down and look closely I think he kinda gets "stuck" a little on each step. Kinda like when driving your car up on a curb. It will work eventually but not smothly. I opened up unreal tournament 2004 and looked really cloesly and slowed it down alot and it doesn't really have this "stuck" behavior. It looks more like when your character hits a step he just is pushed up until he reaches the top of the step.

Am i missing something on how the character object moves. or am i doing something wrong?

Do alot of games follow this model (standing capsule and add forces)?
