Animation Properties offset

Hi

I'm wondering what does the offset if the Animation properties dialog do? I'm needing to get keyframes which are relative to the animation so I though this might be it.

This is an offset in time, to start the animation after some defined time, used to syncronize animations

Is the relative animation you need for skeletal animations? then use the "In Place Mode"
